He's not surprised to hear the other saying he still wants to leave. That's the normal way of thinking about this in Inigo's opinion. Sure, he knows some people want to stay since they don't have better circumstances back home.. but he can't imagine anyone actually wanting to stay if they have people waiting for them back home. Or even just a bed that's more decent than those small bunks here on the train.
