Leia gave Naja a bit of a look. "Naja, after what I just told you about the Empire, do you really think those in charge of it had any inclination to make it easy and legal to help the people they were oppressing?", she said.

"But even in less oppressive environments, there are legal procedures to navigate before setting up that sort of large scale mission. Some of them are necessary, like laws that make certain someone offering help is qualified to give it; anyone offering medical care needs to be properly trained and licensed, for example, and someone offering to help design and build permanent structures also need proper training to be able to do that properly. And there also needs to be legal protections involved in case anyone tries to take advantage of people in a vulnerable position."

"A lot of it is honestly just bureaucratic red tape though. Some of it is inevitable with any large enough government, but there are people who actively work to increase it, usually to protect their own interests. And some people might challenge efforts to help in court for the same reason. A large mining company might not want it known that they were involved in an ecological disaster, for example, and if they have enough money to throw around, they could tie up investigations and block assistance to those affected for months or even years to cover their own arses."
