There's such a duality about hearing Tidus say those words. Even ignoring the way Tidus is putting it all in a way that is so very, very typically like him, it means so much to hear them from him. Especially considering they were talking about the whole hug topic to begin with.
But while Inigo is touched by it, at the same time he can't help but feel guilty. He made Tidus feel bad. He made Senku feel bad. There's no way he deserves a hug (or a hug-like hold, whatever, Tidus!) right now. He's not a good person. He shouldn't be treated that way.
Inigo feels his eyes sting, but despite the fact that he can feel them getting glassy with tears, he doesn't let the tears fall. It's just another thing he doesn't deserve, being able to let himself cry, being able to let it all out. He is definitely looking right at Tidus though, making the state of his eyes - especially with how close the two of them are right now - very obvious.
