But they had a Ronso leader too who was part of the religion, and a Guado too, and the Ronso lived on a mountain, and the Guado had their own place. Anyway, they were called Maesters, and they were the closest people to... rulers, I guess. Kings. They had their own army and told people what was right. People respected them."

And it's close to the same thing as any other ruling power, isn't it?
